My name is Emmanuel Persad. My professional and academic career over the last 30 years has been greatly facilitated by assistance from Ms. Thibert. As well, Ms. Thibert has been a very important resource for me and many other doctors in dealing with the Ontario Health Insurance Program (OHIP). We met in London Ontario in the late 1990’s. Over the next 20 years I became involved in a variety of Professional, Research, and academic activities. In each instance Ms. Thibert was an essential support by typing, advising and helping. In order to understand the depth and extent of that support I will outline the positions I held.In the 1990’s I held the following positions at the then called University of Western Ontario: Director of Post Graduate Education in Psychiatry, Chair and Chief of the Department of Psychiatry. I then became the Chief Examiner in Psychiatry for the Royal College of Physicians (RCPSC) and Surgeons of Canada. I later assumed the position of Chair of the Specialty Committee in Psychiatry at the RCPSC. Some of these positions were concurrent. They required a significant amount of administrative assistance. That assistance came from Ms. Thibert. She also typed all my lecture notes and created power points slides. One of my extra-curricular activities was with my Church, where I was also the Chairman of the Board of Elders. Ms. Thibert agreed to volunteer her time freely, to do the typing for my church-related activities. I have also needed typing assistance for other activities like my visiting professorships in Brazil, Australia and the West Indies. After my relocation to Markham, Ontario, Ms. Thibert continued to type my lectures and publication submissions. In all of these activities, Ms. Thibert was consistently professional, ethical, trustworthy and maintained a high degree of confidentiality. I have often said to Ms. Thibert, that I owe a great debt to her for assisting me in my professional activities over the years. I still deeply value Ms. Thibert’s expertise in dealing with the Ontario Health Insurance Program (OHIP). Ms. Thibert has been operating a very successful business as an OHIP Billing Specialist for the last 20 years. I am currently doing clinical work by virtual means and I have relied upon her to negotiate the complex billing arrangements. This is without a doubt Ms. Thibert’s forte. I am amazed and grateful for her knowledge, her proficiency, her computer skills and her effective abilities to “trouble-shoot”. She is a regular resource for physicians and provides tutorials for them about OHIP matters. She also conveys a sense of comfort to Physicians who are challenged with OHIP billing related matters, by demonstrating her expertise. Another particular attribute of Ms. Thibert is her advocacy for Physicians with organizations like the Ministry of Health and the Ontario Medical Association. We often talk about her endeavours to ensure Physicians are fairly compensated and are aware of the latest updates. Ms. Thibert has a very pleasant demeanour, and with a willingness to help. My thanks to her.

I have known Ms Thibert for over thirty years. She was my secretary in the 1990s for several years when I was the Director of Emergency Psychiatry at the Victoria Hospital in London, Ontario. I also held a professorial position with the university. I sincerely believe that I could not have discharged my responsibilities without her. I owe a great deal of my professional success to Lynne. I have sought her help periodically over the years since I left London. A warm and bubbly personality, she is a pleasure to work with. She takes things in stride and is never overwhelmed. Her time management is excellent. She made sure that I received every last cent that was owed to me by the ministry. She did so with honesty and diligence. I was particularly impressed by her follow up calls to OHIP to recover unpaid billings. She keeps abreast of changes in billing codes and benefits and implements them efficiently.
Physicians these days are under tremendous constraints and stress. One needs a person like Lynne to take some of the pressures of billing and finances away so that they can concentrate on spending time with patients and caring for them.
I recommend Lynne to everyone. Especially to young doctors who have started their practises. They need her support to ensure that they are remunerated fully for their services.
I consider hiring Ms Thibert one of the most critical decisions of my professional life. I wish her continued success.
